The federal DV process under FDCPA 809(b) is for when "the consumer notifies the debt collector, in writing within the thiry day period described n subsection (a), that the debt, or any portion there, is disputed".
The FDCPA is not a process for disputing credit reporting.
However, one may be able to file a dispute with the CRA if the debt collector has reported to the CRA.
I suppose that a consumer could dispute under FCRA 611(a) on the basis of lack of collection authority, and thus lack of a reportable collection.
