Do CA's have to send a letter?

A collection was put on my report this month, but I have never recieved anything from them nor have they ever tried to contact me. Do CA's have to send a letter notifying you of the collection? I don't even know if it is legit. It's from West Bay Aqusitions for BMG for $31.00. I disputed it on Transunion and it came off they never put it on Equifax, but it is stuck on my Experian report. I am about to file a BBB complaint against them, but not sure if it is the right thing to do. They have a ton of horrible complainst about the same situation that I am in currently.

Yes, they must send you a dunning notice, and placing this on your CR is an attempt to collect.

No I just disputed online. I was going to file the complaint and send the DV today. Would this be a violation of  FDCPA 809(a)? Or must there be some sort of initial contact? Or was them placing the collection initial contact? Sorry just trying to understand. Thank you for your help.

Placing the item on your CR would be an initial contact.  You should have received a dunning notice within 5 days of the contact.

FYI, a BBB complaint is worthless, they are not even accredited.
