If they dont have a branch in your area where you could go in person, ask if you could go to an affiliated CU that is near you and provide your identity.

Sometimes, a CU will allow you to go to another CU for things like that.

Here's the update!

After speaking with a manager, Tim, he stated that I would have to go into one of their branches for identity verification.  He said they do not have any affiliations with cu's in my area and that they are located in the D.C. area.  There is no other way.  They will not accept fax copies of my identifying info,

So, I will have to forget getting their cc.  

Thank to all for the wonderful info and ideas.  It wuld have been nice.
