Does Capital One Hit Your Credit if you Re-Apply?

I applied for a card, was denied and offered to apply for the secured card. I declined.

 

If I were to re-apply for the secured card would they hard pull again?

 

This is the only card company besides amex that pulls all 3 bureaus.

Yes they always pull all 3

+1   For some reason Cap1 pulls all 3.  And yes, always!
