I'm not sure about an e-mail or that Citi has Best Buy. Which best buy card did you have? My Best buy card was bought out by Capital One from HSBC.

You also can google the CEO for Capital One, but GW's are often better done through snail mail I hear (although I've used both email and snail mail)
Best Buy Mastercard has been Citi for a while now... Since the past summer at least. I had two Best Buy Mastercards when it switched (each with $300 limits) - and as soon as it switched - they closed them both on me. I would guess they either 1) didn't like my score at the time or 2) didn't like my bankruptcy from 2010. That's Citi for ya ;-)
