Ok thanks! that clears up a lot! The account is way pass CRTP, 10 years since DoFD.
It makes no since that they can HP even though it's pass CRTP.

Absolutely true. However most will give up on the account due to the fact they can't collect. Not that it couldn't be resold to another CA though.

They think it will get you to pay the debt so they will stop messing with your CR.
How many times, over what period of time, have they pulled your report? Too many times is a very short period could be construed as harassment on their part.

This is the first time I noticed it on there, only on EQ. We'll see as time progresses if they keep trying or what not. I hate JDB's.
I had the same thing happen to me in April. I've drafted a letter disputing the inquiry and am planning to send it this week. The DoFD on my account was about 10 years ago, they are barred from reporting due to the age so that should include being barred from hard inquiries which other potential creditors can see and which negatively effect my score. There is absolutely no reason why Dynamic Recovery Solutions can not code the inquiry as a soft pull.
No, there is no reason other than they can do a HP.
