Experian Lost My Dispute Letter

I sent a dispute letter to experian certified mail on August 9th, it was delivered on august 13th. having not heard anything i called to day to see if there where any results, i was told they did not receive a letter and no investigation was opened so they do not need to follow the 30 day law. What should i do? Please help. thank you

Was it sent CMRRR? ie, proof that a human signed for it?
