Ive sent 10 or so letters to GM FINANCIAL to get them to remove a old repo. We agreed to settle for 1000 dollars but they have not agreed to delete after the payment is made. I have not made the payment should I call back to agree to delete it?

How should i handle this?

Several choices you can go ahead and pay it and switch to GW letters to try and get it removed, also if its old and not updated in awhile you may want to just wait for it to drop off your CR then settle it as when it updates it will drop your Fico score.
