I thought these two would fall of in 2014. I was wrong. Same account different banks. Should I send a goodwill letter or PFD? Jefferson Capital has it now I mailed a DV letter today.

Once the DV is validated you can offer a PFD. If they refuse than I I would PIF and then send GW letters.

If the OC has sold the debt and you sent a DV to the new owner/debt collector, in the absence of any reporting or dunning notice from the debt collector, your DV apparently was timely.
As such, the debt collector is now under a cease collection bar. That precludes them from conducting any collection activities on the debt until they have first provided the requested debt verification. Thus, they cannot conduct negotiations on a settlement or PFD deletion until they have first provided the requested debt verirication.
You can either PIF, which involves no collection activity initiated by them, and then pursue a GW request, or you can wait until they choose to verify the debt, and then pursue a PFD offer.
