I'm sure someone with more experience here could answer better. But if this is all the bad stuff reporting, I'd assume Starting with the most recent collection in 2016 would make the most sense, since it's probably affecting you more than one from a couple years ago.
Speaking from my personal experience, I had a couple collections for medical that allowed me to do a PFD, once paid in full. I paid both in full and they did remove the entire collection account from all three bureaus. I also had a small utility bill collection that would not do a deletion, but I paid it anyway. It's still on my reports, but it has a $0 balance marked paid in full. When it marked paid, I did notice a small increase in scores. I also had a charge off from a credit card years ago. After trying for a PFD I just paid it.....it had a huge positive affect on my score once it reported as paid with 0 balance (about 20-30 points)
I guess i say say all of that to basically say that if its your legitimate debt, payment helps a lot. My scores are not perfect, but they are about 250 points higher than 3 years ago. A paid collection will always look better than an unpaid one, IMO.
Are the dates listed the open dates from when the collection agency "opened" the account or are they the DOFD?
If you decide to tackle any of the Charter or AT&T accounts I rec trying to negotiate directly with Spectrum or AT&T...maybe able to have the collections pulled back from the CAs on those...
I would contact each one of the collection agency and ask for a pay for delete (PFD). I would definitely start with the newest first and the lower amounts. A high score by the end of summer will be hard unless these collection accounts are removed. I would also avoid making any late payments on the open accounts. On time payments will help a lot once the bad accounts fall off or age.

For all of these, offer a pay for delete.
For the dental and SLU ones, go to the original debt holder and pay them directly, instruct them to revoke access to your private data under HIPAA laws from any third parties. If they play hardball - google 'Why Chat HIPAA" and start her process.
At any rate, paying them is the first step to lessening their impact.
