I'm getting ready to mail a check to the Collection Agency to pay this off. What is the next step to removing it from my credit report?

Once paid the only thing you can do is a good will letter.

I would write them and ask if they will delete if you pay the debt.  Don't send any money until they say yes.

I'd call the OC first and see if they can pull the account back from the CA and have them delete in exchange for payment.

Quick Question: Does the goodwill letter go to the collection agency or to the credit company this is showing up on?

That depends.  If you pay the OC and they won't recall it, it would go to the CA.

If the OC won't accept money, and the CA won't accept a PFD, you need to send it to both of them once paid.
