Barclays account reporting a balance and killing my utilization for $4988 (250%) , I'm trying to calculate Sol so i know when to start aggressively pursue a settlement with better terms.

The account is scheduled to continue on record until March 2017
Equifax shows i defaulted in July 2009 but then made payments up until June of 2010, so i assume i restarted the sol here ? or can the DOFD be July 2009?
Also the account is charged off but still shows a balance, is that normal or should charged off accounts show a zero balance always?
