Help get 700 credit score

So my credit score has been stuck at 680 for at least the last 8-12 months and for some reason, it actually went down 7 points? So a 673 right now. My question is what am I doing wrong/what should I be doing?

 

I have 3 CC's and one personal loan. I use to have a car loan but paid it off.

 

Best buy CC has 1059 with 2500 CL

USAA CC has 0 with 1k CL

Navy Federal has 440(was 1800, just paid some off) with 8k CL

Personal Loan I just made the first payment on but 1300 but only owe 800 now.

 

With that being said what should my next moves be?

I'm no expert, but I hear all but one account need to report a zero balance at cut dates, then reported would maximize your overall utilization therefore increasing scores considering your reports are mostly free of baddies. 

EX 727 | EQ 720 | TU 740

You need to get your UTI% down. BB is at 42%. I would see if you can BT it to the NFCU card, and get it below $800.

What is the NFCU card? Are you saying just pay it off and get below $800 or transfer to a new card?

I was referring to this item you listed:

"Navy Federal has 440(was 1800, just paid some off) with 8k CL"

 

Transfer the balance from the BB card to your Navy Federal account, if they allow it. Then get it under 10% (below $800)
