 There are 5 medical collection on my CR dating from 2005-2007.  Should I DV the CA before beginning the HIPAA process?

If you follow the HIPAA process you'd make absolutely no contact with the CA. A DV could hinder the process.

Also you have to pay the OC before starting the HIPAA procedure.
