I see that you included dates....but did not say what they were. What you need to know & tell us is the DOFD/DOLA usually shown on CR under the OC

This tells us that they sold the account in 2006(maybe) IF the 2002 date is the DOFD it will drop before Feb 2009............very good score increase!
knowing the DOFD/DOLA will give you the SOL and CRTP
Verizon Wireless 6/2003 $0 Paid account/was a charge-off This account
has late payments in the past
SOL on cell phones is federal 2 years! but can remain 7 years from DOFD/DOLA
The date shown 2003.........the date reported or the date paid means nothing!
I know that you did not know about HIPPA.....HIPPA is letters that are sent for medical!!! it carries more weight then a DV! Never contact any CA when it is a medical debt....you might lose the ability to hit them with the HIPPA letters.
You are correct in sending GW to paid baddies. But it would be better if you knew the DOFD/DOLA.....so that you would know the real SOL and drop date.
IMO Never send a PFD before a DV!!! You may wind up paying more then once!
