Hipaa, PFD, DV, PiF!?

Old medical baddies on my report really really hurting my score. They are only reporting to Equifax. Should I leave them alone, Hippa act them, DV dispute, or settle for less than full? I don't know where to start....

Collection Agency Information

 First Point Collection; Collection Reported 12/2010; Assigned 01/2008; Amount - $175 Status as of 12/2010 - Unpaid; Date of 1st Deliquency 07/2007
 
First Point Collection; Collection Reported 12/2010; Assigned 05/2007; Amount - $1,419 Status as of 12/2010 - Unpaid; Date of 1st Deliquency 11/2006 

Paragon Revenue; Collection Reported 12/2011; Assigned 01/2007; Amount - $11,384 Status as of 10/2011 - Unpaid; Date of 1st Deliquency 07/2007 

 (keep in mind these debts were accrued due to a crime commited against me... so unfortunate, thank you for all of your help)

Have no clue how the last one is soooo much. I did ride in an ambulance after being mugged. Criminal report was filed but never caught the individuals involved.

SOL expired years ago. I can PIF the first two but not the 3rd.. I am just at a loss here

If for sure SOL expired, then eliminate SOL and being sued as a worry. HIPAA involves paying the OC, so that may not be an option if not wanting to pay it off. Otherwise, try DVing. If they verify and you agree, then offer a PFD. You can always offer to settle within the PFD.

The CRTP is 7 years + 180 days from the DOFD.  So these accounts do have some age to them.  I would DV them and if they verify, I'd send a PFD.

You can send a DV at any time, however if more than 30 days has expired since they provided dunning notice, a DV invokes no cease collection bar on the debt collector, and thus no reason for them to even respond.  Would any DV be timely at this point?

 

Second, in response to a DV, the debt collector is required to obtain verification and transmit that fact to the consumer.  They are not required to provide documentation in support of their finding of verification of the debt.  So you may not receive anything other than a statement of verification, along with the name of the creditor and the current amount of the debt. Additionally, if the DV request is timely, the cease collection bar it imposes prohibits them from any PFD negotiations with the consumer, and thus puts you in limbo until they decide to provide verification.

 

If the deb is legit, you can most likely expect verification.

In that case, my first approach would most likely be an attempt to gain deletion via a PFD offer.
