How soon is too soon?

I recently was approved for several CC for the first time in a looooooooong time.  My question is how soon is too soon to start requesting CLI's?  I have two Capital One Cards, unsure if they are part of this STEPS program I keep reading about.  And three store cards (Comenity).  Thoughts on when to realistically start hitting that button?

If CLI's were not part of the original credit agreement, which is usually every 6 months with CapOne, I would start trying at the nine month mark. I have noticed that with my recent requests for CLI's they noted a late payment (only one day late, not a reportable 30) within nine months, as well as low scores for denial reason.
