I had several small medical collections with a local CA, First Federal Credit Control. I paid the OC's using the HIPAA process. One OC refused to delete. One OC took 7 months to post the payment to my account and they ended up with my complaint with the AG. Another OC denied, and still denies, receipt of payment even after being provided a copy of the greed card - also ended up with my complain with the AG.
I DV'g the daylights out of the accounts that weren't even updating. The CA probably has more paper from me than what they originally generated trying to collect from me.
Somehow, the AG construed my complaints as being against the CA - not true, the complaints were against the OC's.
The CA actually sent me a letter stating that they were deleting all accounts, whether paid or unpaid, just so that wouldn't have to hear from me anymore!

I thought it was pretty funny, too.
I live in Ohio. I think the CA is local.
If I can pester someone enough to make them call me a PITA, I've done my job and done it well!
