i've applied for Bank of America secured card, wells fargo and capitol one and all 3 denied me. im not sure where i should apply next?

try a local credit union. people with low credit is their bread and butter.

ok I will try today. What should I do about my revolving credit accounts? Should I pay them off or just wait for them to fall off?

Seeing that you are no where near you statue of limitations I would get those paid, offering goodwill letters.  It will not help your score but I helps with your approvals for future credit.  I would certainly get a credit union account and opening a secured card with them.  Good Luck
