Insertion of Public Record on CR

I previously had a public record removed from my TU and EX credit reports in 2008.  This public record has never been listed on my EQ report.  Now low and behold, after running my FICOs, it has magically appeard on my EQ report, but still is not listed on my TU/EX reports.  Can I dispute this with EQ and advise them that this has never shown up on their report previously, and that if they were to add it, aren't they supposed to notify me of this insertion? 
TU 673 EX (720 Credit score) EQ 690 (08/2009)
TU 698 EQ 697 EX ?? (07/2010)

It matters why it was deleted.  Why was it deleted?

 

Also, since it never was on EQ before, it wasn't reinserted there.  If EX or TU had re-inserted, then they would have had to notify you.
