So it's better to show the credit bureaus a low balance then payoff vs paying off the balance before it reports? Why is that?

Yes.  Because FICO likes to see you use your credit but wisely.  The 9% or under is to get the most out of your score.  YMMV so you can experiment with the %.  FICO has no memory of utilization.  If it reports at 9% one month then the next at 4%, the 4% is what you are scored on.  Different people have different "sweet spots".  For some it is 7% others 4%.  You just need to find yours.
