Judgement - Weltman, Weinberg & Reis

I have a judgement against me from WW&R, from 2008 for a charged off capital one card. The original balance was around $700, but the amount I owe is around $1700, adjusted by the court from $3500. I would really like to get it taken care of, but can't afford $1700, I'm afraid if I offer less they won't accept and will start hounding me and possibly take me back to court and have my wages garnished. I was hoping someone would have some advice for me. Here are the notes from the last time I went to court about this. (In 2012) I'm not entirely sure what it means.

Plaintiff appears by counsel. Defendant appears. The Court finds plaintiff eligible for hearing on contempt upon submission of Order.

Set up monthly payments to settle it is what I would suggest. I would also check state law to see if they can actually garnish wages in some states they cannot,.
