Would this letter be good enough to send to them or should I add something about the SOL, sorry for asking so many questions I just want to do this right the first time.

I have recently found this debt on my credit report. Account # 7xxxxx. I have never had any contact with your agency prior to finding this debt listed on my credit report. Please validate per Fair Debt Collection Practices Act, 15 USC 1692g Sec. 809 (b) . I would also like the name and address of the original creditor along with proof that you are licensed to collect in my state.

Take out the last request.  They do not have to prove they are licensed in your state.

What you can ask for is an itemization of the debt.

The followup to this will most likely be a direct dispute.  You need to do as much investigation as possible to prove the OC's DoFD to determine if this is a case of re-aging.

Absolutely.  If you can prove the DoFD from the OC then you could use that information in a direct dispute with the CA.

Marauder, Northern Credit, and National Capital are all run by Mod Cut

Mod Cut has been convicted of harassment, and has at least one outstanding arrest warrant. He has lost his house to foreclosure, and has been sued MANY TIMES.

The debt is most likely fake or outside of the SOL. You need to DEMAND that the credit reporting agencies investigate the matter. Experian seems tolerant of him, but they don't like being sued because of him-make sure you let them know that if they don't clean this up, they WILL be sued.

You need to send Marauder a certified letter-make sure you get the green receipt back. You can also call Gambill, his line is Mod Cut. Be civil to him, but let him know he and his company are looking at litigation.
