I'm in the same situation. I called T-Mobile and they verified that the balance was correct and that I could pay either T-Mobile in full or settle with Midland. But I would definitely verify who owns the account first.
Would I need to speak with just General Customer Care or is there a specific department I need to call with re: this?
They should be able to tell you if they own the account still. If They don't own the account but still ask for payment, don't. That means they charged off the account and won't be able to take payment.
I just called the 800 number from their website and asked to speak to someone in the billing department.
T-Mobile/Midland is offering $114 (paid in full) on the $192.
