is a good or bad sign if midland atty is offering to settle for 75percent of balance?

Depends. How old is the debt? How much is the debt? What is the SOL in your state? How "collectible" are you if sued?

If you are on SS then you are essentially uncollectible. I would counteroffer 50% and see if they bite.

 

Have they already sued, or are they just threatening at this point?
