If a CA doesn't respond to a DV, which is their right, then they cannot continue to report or update the account to the CRAs, correct?

If you mailed the DV inside the 30 days and invoked the FDCPA, and can prove that you sent it, then an argument can be made they must cease reporting until they verify. If the DV was mailed after the 30 days, then they can continue to report, call, bug you, etc., though most will respond to a DV anyway.
