A litte back story, I moved out of the Apartment in the end of October 2011, I called them to turn off my power before moving. I thought it was all taken care of until I get another bill 2 months later to my forwarded address. I had proof I had moved out at the end of October. They refused to help me in the least and claimed they had no record of my call, so I refused to pay. At the time I did not even have money to pay if I wanted to. My other services were shut off no problem. Now I really wish id had done a Pay For Delete, I was overly confident that they would be nice enough to remove it now that they had their money. I was wrong, lesson learned.
So what can I try next?
Dear Adam,
Thank you for the additional information. Our records indicate there had
been some confusion at the time of your stop. According to the records,
you contacted us by phone on Dec 22, 2011. During that phone call you
indicated you had called and stopped utility services in October. Since we
record all calls, we reviewed the calls from September 15 through October
31 but found no incoming call from your phone numbers. Since we were
unable to verify a previous request to stop services we advised you that we
would stop your services on Dec 22, 2011.
During this phone conversation our customer service representative advised
you that you would be responsible for billing charges up to the Dec 22,
2011 date. You indicated you would not pay these charges. At that time,
the customer service representative did advise you that if the charges were
not paid, the account would be referred to a collections firm. She also
indicated that the collections firm may report to the credit agencies. We
mailed a final bill on December 27, 2011 to the address on this email. On
Jan 26, 2012 we mailed a letter indicating the account would be sent to a
collections firm if not paid. That letter was also mailed to the address
on this email. We believe we made all possible attempts to advise you of a
balance due on your account and the potential for collections activities.
I apologize but at this time I am unable to have this incident removed from
your credit report as requested.
Since you have paid the bill, your credit report will be updated as paid in
full. The collections firm is responsible for reporting this update to
your credit report. I apologize I do not know how long this action takes,
for detailed information on updates you would want to contact the reporting
collections agency directly.

I wouldn't call that "Negative", just "Typical".
However, it does seem like you're GWing the OC, when I assume they are not reporting on your CR. You need to be GWing the CA. As the rep said in her letter, they have the power to make changes (including removal!) on your credit report.

Well how do I find out who the collection agency is? Its not listed on my credit report and I've never recieved any mail from them.

How is it listed on your credit report? Your full credit report, not your myFico ScorePower or whatnot

Does the Utility company not have the ability to remove the report from my credit?

Is that the only listing on your credit report for this account? It looks like they listed it prior to sending it to a collection agency. As an FYI you'll want to figure out a way to either host that picture elsewhere, or just copy+paste. Photobucket is just linking that picture to your Photobucket library.

I can't quite make full sense of it, i'm sure someone can. It looks like the Utlity company hired an agency to collect on their behalf, and thus that company would be the one to update the file. However I was under the impression that they would also have a TL on your credit report.

Thats what I thought as well. Doesnt their TL hurt my credit?
