There is no problem sending a copy of your credit report.
They no longer have permissible purpose to pull your credit report for account review if the loan is paid, so they cannot evaluate what you are requesting without seeing what derogs are reported.

They ask for this even if your loans are not paid in full.
I've tried to GW Nelnet a couple of times and they've never asked for a copy of my credit report...my loans are still in repayment.

They are requesting the report to check for inaccuracies.
If you believe there are inaccuracies, send the report. If you are just asking for goodwill, they will deny it, so you have no reason to send them.
My last GW request I pointed out that I was in forbearance at the time of the late payments. They still didn't care

If the forbearance wasn't retroactive, then you weren't late. You can file a complaint with the ombudsman.
