there is no way for anyone to do an autopsy on your eligibility at this point but if you gave them your dad's ssn and he was retired with an annuity (as opposed to being medically retired) then that is your path to eligibility based on the requirements I personally know of over the last four decades.
again the other possibilities are just that possible paths to membership for non-military members.
lets just keep telling veterans, particularly older veterans who probably do not know of the change if they have not tried since Feb 2017
