Re: OPT-OUT QUESTION

Opting out generally refers to the process of telling the CRAs not to sell your personal information to marketing companies, creditors, collection agencies, etc...

You could also ask individual creditors not to share you information if you want to cut down on promotional offers, etc..

Re: OPT-OUT QUESTION

Opting-out is the process under FCRA 604(e) that relates to notification to a CRA (not a creditor) that you wish your name and address to be excluded from any lists provided by a consumer reporting agency to parties otherwise entitled to your name and address soley for the purpose of offering you unsolicited firm offers for credit.

It does not apply to any existing creditors or those with whom you initiate requests for credit.  They have their own, separate, permissible purpose that entitles them to your complete credit report.

I see no connection between opting-out and any actions taken under the HIPAA process.  It is to temporarily terminate unsolicited promotional offers for credit.
