Oc reporting balance won't take payment

If an oc is reporting a balance and showing 120 late, then shouldn't they be obligated to take payment? They are claiming I must pay ca.

It is there option, once hiring a debt collector, to rely upon their services and direct all payment matters to them.  That is what they hire the debt collector to do.
