Odd Score Jump

I'm a little confused.  I joined ScoreWatch and my score jumped up 22 points yesterday.  YAY!  However, the corresponding data that went with it made no sense.  I have a child support collection account on my report (not sure why the state does that) but it showed that the balance jumped from $299 to $1700 (my monthly payment).  So basically the balance went up (although the payment to them cleared 4 days ago and they now show a $0 balance but my fico score actually went up with this news?  

I'm not complaining about the bump, just trying to figure out why the score went up for that.

Maybe the balance was factored into your utilization? I dont know, but congrats on the 22 points!

If the balance was factored in the score would have dropped.

Are you absolutely sure nothing else happened on your CR that would cause a score jump.
