If a party has permissible purpose under any other subsection of FCRA 604, then opting out will not affect their ability to receive your credit report.
Opting-out only prevents credtiors or insurors with whom you have not initiated a request for credit or insurance from obtaining your name in a listing requested from the CRA of consumers who meet their stated criteria. FCRA 604(c).
If a debt collector has legitimate collection authority, opting out will not prevent their pull of your credit report.
Debt collectors dont make requests for credit reports under FCRA 604(c) in that they are not makeing a firm offer for credit, and want a full credit report.
If you have opted out and yet choose to grant a creditor express permission to pull your credit report, you can do so regardless of having opted-out.
You opt out only of the ability of a CRA to include your name in listings provided to creditors for purpose of making firm offers for credit. You do not opt-out of other stated permissible purposes.
