Opting out question (as if there weren't enough)

I recently decided to opt out since I've noticed a collection agency by the name of RJM Acquisitions sniffing around my report (their soft pulls are below).  Will this prevent them from soft pulling me or am I stuck with seeing them do this?

Can you PIF with them? They did the same to me but I will tell you they are the easiest company for a PFD I have ever seen

I don't have any collection accounts with this company.  Never heard of them until I saw them on my soft pull list..

They are soft pulling everyone they can.  I've never had any dealings with them but they are always on my reports in the soft inquiries.  I've recently opted out to in order to keep them from being nosey into my business.
