I'm in the process of rebuilding my credit and besides my debit card all I have is my secured Orchard Bank card. I'm travelling to Ireland in a few weeks and would like to be able to rent a car, but I have seen differing reports as to whether a secured card can be used or not.
If my card can handle the car rental cost and deposit, will I be able to rent a car without a credit check? Or will they be able to tell it is secured?
Thanks in advance.

Contact your CCC now, and get pre-authorization on your account for the anticipated charge.
They will tell you how they will handle it. It is a corporate decision on their part that you need to negotiate wth them prior to your trip.

That is precisely what you should ask Orchard.
If i whip out my CC to cover this purchase, will you delay approval based on the status of the account as a secured account for any reason, such as need for a prior credit check, or the amount I have previously deposited to secure the account?
I would not guess in advance on how Orchard will handle approval of this transaction. They can pre-approve a transaction if you talk to them, and explain the situation, just as you have done here.
This is a personal business matter between you and Orchard that I would clear in advance.

So I spoke with the Orchard Bank rep today and she told me that the card can be used just as a normal credit card (duh) and no one would know it was secured. She even noted my account that I'd be travelling internationally.
With that information, I called both Alamo and Thrifty and asked the reps if they accepted secured cards. Neither seemed to have any idea what I was talking about. The girl at Alamo said that any card that is backed by a checking or savings account would be considered the same as a debit card.
Has anyone had any experience renting a car with a secured card and is it considered a "major credit card?"
