Orchard/HSBC Visa CO, Portfolio CA as Factoring Account - Don't know how to handle. Need advice

Portfolio is not a friendly CA to deal with.  They are quite stalwart in their presumptions of being "right".  I take it this debt is unpaid, you will have an even more difficult time dealing with them.  I fought them for over a year on one that was paid within 1 week of the first dunning notice.  And I had to go through the entire bullpen to get it.

They are wrong.  They are bound by state laws.  If they are required to be bonded and/or licensed in a state to collect, they either do it or they can't collect.  That is a state law.

SOL EXPIRED!!!!................Just fired off letter (CMRRR) to Portfolio Recovery Associates alerting them that I intend to file complaints UNLESS they agree to settle account for $ with stipulation that all credit report entries are removed immediately upon receipt.

I included copies of my credit reports showing numerous violations of state and federal regulation.

Let see how they handle that.
