First Premier bank is my last baddie. They added one payment to each account in November of 2012 which I never made. They did not take the amount of the supposed payment but they did however update the account to reflect recent payment. One payment for 17 one for 20. What is my official recourse?

20.00 payment on one card that is 208 due from 2008 and 17.00 on 400.00 card that is due from 2008

I am in NY so the only thing I am counting on is the 5 year rule of the DOFD being 2008.

I would not accuse them of any nefarious reason in their reporting. The simple fact is that you did not make the payment, and thus the reporting was inaccurate.
I would not dispute through a CRA. I would send them a direct dispute under FCRA 623(a)(8), thus assuring that they receive any accompanying documentation and respond directly to you.

That is only for paid collections.
