PFD on a settlement offer?

I researched this on the forum and couldn't find a final response.

 

This is originally a charged off credit card with a DOFD on 12/2005. The account appears with a $0 balance by the OC and transferred. 

 

The second listing on the CR appears as CIGPF I CORP. They apparently bought the debt. My research shows this is Citigroup Corp? This one shows a balance of $1,413.

 

On 10/6/08 we received a settlement offer for $706.66 from Northland Group - they don't claim to own, they say they are just assigned to collect. Northland Group does NOT appear on CR.

 

It says we have 30 days to dispute the validity of the debt. I don't dispute that this is ours, but we don't have the money to PIF or even settle for that amount.

 

Can I stall? Should I DV? Can I reply to their settlement offer with a PFD?

If you think you can get $1400 within the next 2-3 months, then I personally would DV Northland. They are a JDB and likely they can't even verify, or if they do, it'll take a little bit of time. I would bank on that statement but I personally would take the risk. My goal is to get DVs out to every 30-day notice within 30 days.
