PFD sent no replys

So a little over two weeks ago I sent out 7 PFD letters and still no answer from any of them. Is this normal? Should I try again or what else can I do?

It's not a "quick" ordeal. Keep in mind that many others are doing the same, on top of their duties of annoying phone calls.....
