I would begin by contacting the consumer affairs division of your state AG office and inquire as to any similar reported communications, or any ongoing fraud investigations on their part.....

You should be able to see the account number on your annual credit report, but whether this is a legitimate CA, I would not know.
Disregard previous suggestion...looked at my report, has xxxx for last four digits of account numbers.
