Question

Is it legal for a collection agency to pull your credit report? Portfolio has pulled mine multiple times over the last 1.5 yrs. multiple meaning over ten times. They even done it 3 times in one month. Why would they even do it?

As long as you have an unpaid balance yup. Some of these are most likely reports from the CRA to PRA for hitting parameters they set (PRA) for notification of your increasing score or other factors. Research your "Collection Score"

They have permissible purpose provided they still have active collection authority, either by assignment from the creditor to collect on their behalf, or by their purchase of the debt. 

 

If, however, the debt collector has their authority terminated by the owner, they sell the debt, or the debt is paid, then their permissible purpose no longer exists.
