I have read this in the FCRA, but I wonder does this include application for a mortgage (over150K)? Would it be typical for a mortgage lender to pull this type of 'special' report when applying for a mortgage?
No, it is not typical, but it can happen. It's actually pretty rare for them to pull a full report.

As Shogun says it's possible but I don't recall even one member saying this had happened to them.
