Most are hard pulls. There are a couple that are not like the SDFCU secured card but almost all of the rest of them are.
The best for rebuilding depends on your goals and needs. If you haven't had a baddie with Cap One at any point, or at least at any point any time recently, I HIGHLY recommend looking into the Builder Program card. The credit limit is tiny but the card can grow with you and it's NOT secured.
