CSRs for Express probably won't know what they're talking about.  He needs to make sure to call the actual number for the CC.  He could try entering his full SSN when prompted by the automated system and that should tell him if he has an accoutn and what the available credit is.

So I spoke to Express customer service this afternoon, and after a runaround with 4, yes four different people, he is being issued a card.  The manager I finally got on the phone denied that they would ever revoke someones card after being preapproved, and blamed it on the "account number not being in the system", even though he has previously been given information regarding the account.  No SP today, and he should recieve the card within the next few days.  Express shipped.  By them.

Crappy customer service, but case closed.
