If you want to "get to the top" of a collection agency, try looking them up on the ACA International (if they are a member) website at www.acainternational.org - look in the quick links box in the right side of the page (scroll down), and find the link for "ACA Member Directory". I have found the name of the president/CEO of a couple of agencies here in Oregon this way.
