It is also a requirement by the FDCPA requiring CAs to mention that you have 30 days to dispute a debt, and other info.

Sorry to jump in but I do have a question,  what if the CA didn't send the dunning letter until after they reported on the CR?  Can anything be done about this?

If it ever came to a legal wrangle, the CA has to prove they even sent a dunning letter. The surest way to do that is to send all dunning letters CMRRR. Since they don't do that, then it falls back to DVing when you first see the item on your CR.

If they send a dunning notice and OC report then can a letter still be sent? No CMRRR so like you said it is up to them to prove.
