Student loan collection

Friend just received a letter from a (ACCOUNTS CONTROL TECHNOLOGY) collecting for a student loan. How is he suppose to get this kind of account out of collections and get his student loan back in good standing ?

Original creditor says : Department of Education. His account also has many lates. Should he ask to be put into some sort of REHAB program for student loans or something ?
