A secured card is one that you place a deposit to secure your credit card. There are several good ones discussed in threads here. Did you try for another Cap 1? Either the platinum or QS1, not sure which you got.

Also, if you have an installment agreement with the IRS one of the requirements is to timely file your tax returns or they can canel the installment agreement and demand payment in full.
