USAA Secured Card

Hi, folks.  I have a quick question regarding utilization of a $250.00 CL on a secured USAA CC.  Since the annual fee of $35 would be applied to my account, would that raise my utilization to 14%?  I'd certainly appreciate your input, and I thank you in advance for your help.

only if you pay it after it reports.  you could pay like $30 have it report with $5 2% or whatever you want the utilization to be.
