My guess is that with a secured card you'll eventually see a pre-approval on your "my offers" tab, signaling you it's time to apply for a real one.

This is the response I reecived online when I inquired about this matter:

Thank you for your recent message regarding your Secured Credit Card account. The option to graduate from the Secured Card program is not yet an option. If you wish to obtain an unsecured account, we recommend that you submit an application online. You can apply online at your convenience.
